House Republicans Revisit Key Legislative Bills

In a renewed effort, House Republicans are preparing to vote on two significant bills that have gained support from former President Donald Trump, with proceedings expected later this week.

The first piece of legislation, the No Rogue Rulings Act (NORRA Act) introduced by Representative Darrell Issa from California, aims to restrict the authority of district court judges to issue nationwide injunctions that block Trump administration policies. The second measure, the Safeguarding American Voter Eligibility (SAVE) Act by Texas Representative Chip Roy, seeks to enforce proof of citizenship as a requirement for voter registration.

The NORRA Act is a strategic response to ongoing conflicts between the Trump administration and the judiciary that aim to hinder the former president’s agenda, while the SAVE Act continues a longstanding push by Trump and his supporters for stricter voter registration processes.

Votes on Issa’s and Roy’s bills are scheduled to occur on Tuesday and Thursday, respectively, provided they successfully clear an initial “rule vote.” This procedural step requires a simple majority of House members to enable debate and set the stage for later votes on the legislation.

Last week, a planned vote on these bills was derailed due to disagreements over an unrelated proposal concerning proxy voting for new parents, which led to gridlock just after the week’s initial votes were cast.

Representative Virginia Foxx, the chair of the House Rules Committee, criticized the prior attempts to push proxy voting as a slippery slope towards more extensive abuses similar to those seen during the COVID pandemic, stating, “This body deserves to be protected from an all-or-nothing approach.” In contrast, Massachusetts Representative Jim McGovern, the committee’s leading Democrat, accused the Republican majority of obstructing policies that could benefit working parents, labeling their actions as unprecedented.
