An anonymous Indian security analyst remarked that the current situation represents a critical juncture for the region, with two nuclear-armed countries now poised against one another, making any predictions highly uncertain.

In a show of strength, India has initiated several retaliatory actions, including expelling defence, navy, and air advisors from the Pakistani high commission, shutting down a significant border trading point, and, for the first time, suspending the important Indus Waters Treaty. This treaty regulates the shared resources of one of the world’s major river systems, impacting millions in both nations, and has traditionally been upheld even during periods of heightened hostilities.

However, if the attackers anticipated that their actions would garner support among Kashmiris or reignite separatist feelings, they misjudged the local sentiments. In response, over a dozen Kashmiri groups organized a complete shutdown of businesses in mourning for the victims, while community members held protests, asserting that “Tourists are our lives.”

According to Siddiq Wahid, a professor of international relations at Shiv Nadar University, the Kashmiri people are deeply shocked by the violence. The region has faced militant unrest since the onset of an anti-Indian insurgency in 1989, resulting in thousands of deaths, although violent incidents have decreased in recent years.

The complexities of Kashmir increased in 2019 when Prime Minister Narendra Modi’s administration revoked the region’s semi-autonomous status and bifurcated it into two territories under direct federal control. This move, aligned with a broader nationalist agenda, facilitated non-local land ownership and further integrated Kashmir into India, though it also provoked significant local discontent due to heightened militarization.

Despite a notable decrease in militant activities and a corresponding rise in tourism—with a record 3.5 million visitors to the Kashmir valley in 2024—the recent tragic event challenges the government’s narrative of a restored normalcy in the area, according to another unnamed security analyst.

Modi’s swift return from a diplomatic visit to Saudi Arabia reflects the administration’s strong commitment to addressing the attack, with increased demands for a robust response to this daylight aggression within a heavily secured zone.

There is speculation that India might consider cross-border military strikes, reminiscent of its actions following the deadly 2019 Pulwama bombing that resulted in the deaths of 40 Indian paramilitary personnel. However, the nature of this recent attack, targeting civilians rather than military personnel, amplifies the political stakes involved.

As tensions escalate, one security expert noted, “India cannot afford to remain passive. With the situation becoming more volatile, the risk of uncontrolled escalation is significant.” The unpredictable nature of Modi’s leadership adds an additional layer of complexity to the emerging dynamics.

The timing of this attack also intersects with a high-profile visit from U.S. officials, specifically Vice President JD Vance, who emphasized the strengthening of defense ties with India, reinforcing its status as a strategic ally. This alignment suggests that the U.S. supports India’s sovereignty in determining its response to such provocations.

Looking back to 2002, a terrorist incident at the Indian parliament led to a near-war scenario between India and Pakistan, only diffused through diplomatic efforts from the U.S. Amid the current tensions, Kugelman notes strong U.S. messaging indicating unwavering support for India, coupled with a hands-off approach regarding India’s forthcoming actions.
