Throughout Donald Trump’s presidency, Apple CEO Tim Cook effectively utilized a “charm offensive” that resulted in securing tariff exemptions without agreeing to the production of iPhones domestically, as noted by CNBC. With Apple’s recent pledge of $500 billion, Cook seems optimistic about achieving comparable results, even if the promise of a US-manufactured iPhone remains unfulfilled.

In 2017, Trump heralded a partnership with Foxconn, announcing the establishment of three significant manufacturing plants on American soil, believed to be affiliated with Apple. However, disruptions caused by the pandemic ultimately stymied these projects. One site briefly operated for mask production rather than Apple devices. By 2019, Apple had revealed intentions to construct a factory in Texas, which Trump visited. Although the former president expressed anticipation for a US-made iPhone in light of Apple’s domestic ventures, this facility’s role was limited to assembling the MacBook Pro, according to further reports by CNBC.

Analyst Erik Woodring from Morgan Stanley conjectured that Apple might consider a limited production commitment within the US for products like the HomePod or AirTags to secure exemptions in 2025, rather than committing to iPhone manufacturing.

This approach might seem familiar, yet for Cook, managing Apple’s supply chain has reached unprecedented complexity. Analysts have emphasized that seasoned logistics experts recognize the significance of maintaining flexibility. Cook has already demonstrated his strategic foresight by amassing stockpiles of iPhones and rerouting devices intended for the US through Apple’s manufacturing facility in India.

As negotiations unfold between the US and China, Apple’s ability to produce approximately 35 million iPhones in India may help fulfill a substantial part of its U.S. demand. Observers believe Cook’s deft navigation through the unpredictable terrain of trade negotiations positions him as a valuable leader for Apple amidst the ongoing trade disputes.

Nevertheless, to meet the escalating global demand of over 220 million iPhones annually, Apple’s challenge lies in reducing its reliance on China, which is home to a well-established talent pool conducive to high-scale production—resources that Cook has indicated are currently less accessible in the US. For instance, Foxconn expanded its workforce by 50,000 at its largest plant in China last fall, aiming to meet the heightened demand during September’s product launches, as reported by CNBC.

Given Apple’s continued dependence on China, Cook is expected to engage in active discussions aimed at favorable terms that safeguard the company’s interests over the long term.

As commented by expert Friedman, “If a significant agreement between the US and China emerges in the near future, Tim Cook could play a pivotal intermediary role.” This potential shift could be crucial for ensuring Apple’s stability in a fluctuating economic landscape.
