This Christmas season sparked a thoughtful reflection on homelessness, inspired by Dickens’ “A Christmas Carol.” As the story’s characters faced their past, present, and future, I found myself questioning how similar themes apply to the current state of homelessness in our society.

As the mayor of El Cajon, California, I have publicly criticized the state’s approach to addressing homelessness, and I began to wonder if my criticisms inadvertently contributed to the very challenges we face. Just as Scrooge was confronted by spirits from his past, I considered how the past informs our present responses to homelessness.

The Ghost of Christmas Past

If I encountered the Ghost of Christmas Past, I would be transported to a California from the 1970s—a time when homelessness was notably less visible. Reflecting on that era, I realize that California then was perceived as a safer, more orderly place.

It’s often quoted, “The poor will always be with us,” and while poverty existed back then, the public spaces felt different. Back then, most people managed to navigate life without confronting a landscape dominated by encampments. Crime was present, yes, but law enforcement played a critical role in community safety. Now, familiar sites have transformed into areas fraught with despair, with beaches and parks overrun by makeshift homes.

I assert that a cultural shift has occurred, one that seems to have inadvertently provided a semblance of normalcy to homelessness. Increased financial support for those living on the streets, coupled with diluted law enforcement practices, have contributed to this complex issue, challenging communities in ways that were not as pronounced decades ago.

My hope this Christmas is for our leaders to recognize the urgency of this situation and to fundamentally rethink their approach. It is imperative that decision-makers embrace policies that prioritize the welfare of all Californians instead of clinging to outdated and ineffective ideologies.

A Dream of Change

In contemplating these themes, I envision a future where the current systemic issues are addressed with empathy and pragmatism. If I could author a resolution to this social dilemma, it would involve dismantling ineffective systems in favor of practical solutions—restoring the necessary measures that allow communities to thrive while providing real, actionable support to those in need.

Drawing parallels with Victorian England, the stark difference between then and now crystallizes. Dickens’ characters faced dire circumstances with limited options, a reality that drove them to seek any available support. Today, however, the relationship between society and those experiencing homelessness necessitates mutual responsibility—where the support systems for recovery also impose expectations for personal accountability.

The true challenge rests with our political leaders who must move beyond failed experiments and instead pursue actionable pathways that address homelessness holistically. In this season of reflection, may we find the clarity and resolve to confront these issues directly, championing a vision that fosters hope and dignity for all. “God bless us, everyone.”
