The United States has long been recognized for its innovative capabilities; however, it has struggled to effectively translate those inventions into mass production. This situation appears to be evolving as interest in strengthening domestic manufacturing gains traction. The implications of this shift are substantial, particularly as the nation grapples with the localization of supply chains for critical sectors such as biomedicine, essential minerals, and advanced semiconductor technologies.
In order to transform scientific advancements in energy, pharmaceuticals, and vital military technologies like drones into viable products, a resurgence in American manufacturing prowess is essential.
One potential tool in this effort could be the implementation of limited tariffs. Werner from DCVC emphasizes that in certain strategically significant areas, especially those with a history of inequitable trade practices, tariffs may provide a necessary buffer. A pertinent example is the production of rare-earth magnets, which are integral to various applications including electric motors, drones, and robotics. “Years ago, China inundated the U.S. market with inexpensive magnets, leading to the downfall of domestic producers,” she remarks.
According to her, introducing tariffs might afford temporary protection for U.S. enterprises engaged in advanced manufacturing, enabling them to better compete against cheaper imports from China. “While tariffs cannot be a long-term solution, they can serve a vital purpose in fostering competitive environments,” she states.
Even notable figures like Shih from Harvard, who critiques the expansive Trump-era tariffs as overly broad, acknowledges that more narrowly focused tariffs could benefit domestic manufacturers working on crucial early-stage technologies. He advises that these tariffs should be “highly targeted” and swiftly phased out to minimize distortion in the market.
For tariffs to be effective, an in-depth understanding of global trade dynamics and supply chains is necessary. Shih cautions, “Currently, there is little indication that these policymakers comprehend the intricacies involved.”

The current surge in innovative solutions emerging from universities and startups, particularly in areas such as energy generation, storage, new materials, computing, and healthcare, is unprecedented. However, there is a significant risk that regressive policy decisions rooted in past manufacturing practices could hinder this forward momentum and jeopardize the advances that are on the horizon.
