The repeated suggestions by U.S. President Donald Trump for Canada to consider becoming the 51st state are not being mirrored by other Republican leaders in Washington, according to Canada’s ambassador to the U.S., Kirsten Hillman. While the discourse around these remarks is not openly challenged, it also does not form a central part of discussions between Canadian officials and their U.S. counterparts.

In a recent interview on The West Block, Hillman underscored that her dialogues with members of the Trump administration primarily concentrate on enhancing the Canada-U.S. relationship and making tangible progress on border security. She explained that “Canada’s sovereignty” rarely surfaces during deliberations at the White House. Instead, efforts are directed toward maintaining a productive partnership that addresses cross-border issues without the distraction of presidential rhetoric.

Trump has articulated a desire to use “economic force” to push for Canada’s integration into the U.S., citing perceived trade imbalances and defense spending disparities as key reasons. His rhetoric has prompted some supporters, including former advisor Steve Bannon, to suggest that such statements are rooted in a broader strategy of securing North American interests against global competitors like China and Russia.

When confronted with Trump’s statements, Hillman asserts the Canadian perspective, emphasizing that such rhetoric is neither constructive nor conducive to fostering a collaborative security environment in the hemisphere. She highlights that while Republicans may be reluctant to publicly contest the President’s remarks, there is a growing recognition of the necessity for diplomatic dialogue that respects Canada’s standing as a sovereign nation.

Hillman points out that the conversations with U.S. officials are characterized by an ongoing, all-encompassing effort to strengthen ties with the Trump administration. Despite some continuity in relationships from Trump’s first term, many key figures within the administration, including those involved in trade and tariff policies, are relatively new to Canada-U.S. relations.

One notable individual is Howard Lutnick, the new Secretary of Commerce, whose past support for tariffs and criticism of Canadian trade practices highlights the need for careful engagement. Hillman indicates that her team is focused on presenting Canada’s perspective on trade issues effectively to Lutnick and other essential officials.

To mitigate the risk of tariffs, Canada is providing updates on border security improvements, which include a significant reduction in migrant crossings alongside increased fentanyl seizures. Prime Minister Justin Trudeau has underscored the relevance of these developments during recent discussions with Trump, aligning Canada’s efforts with U.S. concerns about border security. The looming threat of tariffs—25 percent on all Canadian goods and 10 percent on energy exports—has already compelled Canada to take proactive measures, including the appointment of a fentanyl czar and the bolstering of intelligence and policing efforts.

As the March 4 deadline approaches, increased meetings and discussions are anticipated in Washington to address these concerns, including participation from Canada’s new fentanyl czar, Kevin Brosseau.
