U.S. Coast Guard Saves $32.7 Million through Program Termination

The Department of Government Efficiency (DOGE) has successfully facilitated a significant financial saving for the U.S. Coast Guard, amounting to $32.7 million. This was achieved by discontinuing an ineffective IT initiative named the Logistics Information Management System (CG-LIMS), as confirmed by the Department of Homeland Security.

Homeland Security Secretary Kristi Noem expressed her approval, stating, “Another win for government efficiency at DHS! By eliminating this inefficient program, we are redirecting funds to areas that are critical for protecting our homeland. The Coast Guard is committed to enhancing efficiency while ensuring robust security at our borders and maritime zones.”

Initially projected to launch in 2027 and reach full functionality by 2031, CG-LIMS was intended to unify various capabilities for the Coast Guard and boost operational support. The system was expected to not only modernize the technology framework of the Coast Guard but also generate substantial cost savings and improve logistics integration across its operations.

The CG-LIMS program was planned for deployment across various operational assets, including 245 cutters, 200 aircraft, and 1,800 boats, along with shore-based systems and various communication and surveillance technologies. However, as of May 1, 2025, all activities pertaining to CG-LIMS will cease due to its failure to meet essential operational requirements.

The Coast Guard has noted that the savings generated from terminating this program will be redirected to address urgent operational needs within the service. Personnel who were involved with CG-LIMS will be reassigned to fill critical vacancies within the Coast Guard, ensuring that human resources remain effectively utilized.

The decision to terminate CG-LIMS stems from the program’s inability to deliver the promised functionalities within the required timeframe. The Coast Guard has committed to exploring alternative solutions to close gaps in its IT logistics and achieve the necessary operational capabilities.

Rear Adm. Mike Campbell, the Coast Guard’s director of acquisition programs, stated, “This decision aligns with a legacy of responsible stewardship and reflects our commitment to fostering innovation and maximizing resource efficiency. Our efforts under Force Design 2028 continue to guide us in seeking improvements and ensuring the best return on investment for the Coast Guard.”

Force Design 2028 is described by the Coast Guard as a transformative initiative focusing on enhancing personnel effectiveness, optimizing organizational structure, refining contracting and acquisition processes, and advancing technology integration. This initiative aims to equip the Coast Guard to effectively navigate the challenges of the present and future operational landscape.
