On an evening in February 2020, DeBrae Burns, along with his brother and cousin, witnessed an explosion while driving along Highway 3 near the small town of Satartia. The explosion resulted in a massive white cloud that filled the air, unsettling the trio as they returned from a fishing trip.

Unbeknownst to them, the nearby pipeline was transporting compressed carbon dioxide instead of oil or natural gas. The release of the gas rapidly engulfed the area, posing a severe risk as it displaces oxygen and can be lethal in high concentrations. Unfortunately, soon after Burns alerted his mother to the explosion, he lost consciousness along with his passengers as their car’s engine stalled due to the influx of CO2.

No fatalities occurred from this incident, but it highlighted significant gaps in community awareness and preparedness regarding such emergencies. Local first responders expressed a need for better understanding and communication of the risks associated with carbon dioxide pipelines.

The Purpose of CO2 Pipelines

Pipelines transporting carbon dioxide serve multiple industrial purposes. In Mississippi, the focus was on enhanced oil recovery, a method where CO2 is injected into oil wells to extract additional crude oil. In Canada, a coalition of major energy companies known as the Pathways Alliance is advocating for a CO2 pipeline infrastructure aimed at reducing emissions from oilsands production in Alberta.

This proposed pipeline would capture carbon dioxide emissions from multiple oilsands facilities and transport the gases approximately 400 kilometers to be stored in a geologically suitable formation in the Cold Lake area, with the intent of keeping them from entering the atmosphere. While the Pathways Alliance initiated this project in 2022, it has yet to secure agreements with government entities regarding funding and regulatory support.

The International Energy Agency considers carbon capture and storage (CCS) a crucial strategy for achieving global net-zero emissions. However, criticism persists, as detractors argue that CCS may serve as a distraction from essential transitions to cleaner energy alternatives. Residents near where the pipeline is set to be installed have already voiced concerns about potential leaks, impacts on local agriculture, and implications for Indigenous treaties.

Details of the Mississippi Incident

Satartia is a small village with a population of around 50, characterized by its flat surroundings. On the night of the gas release, some locals were gathered for a crawfish boil when the atmosphere shifted. A veteran resident, Hugh (Bubba) Martin, recounted how the initial sounds of celebration were overtaken by a disturbing odor resembling rotten eggs—a sign of oncoming danger as the toxic gas permeated the air.

Many residents became disoriented, struggling to stay conscious. Local emergency services quickly received a barrage of calls regarding the unusual gas smell and the alarming toll it was taking on people’s health and vehicles.

Although carbon dioxide itself is a colorless, odorless gas, reports suggest that hydrogen sulfide—often associated with natural gas—was present in the mixture, causing the noxious scent. Jack Willingham, the Yazoo County emergency management director, noted that responders had little knowledge of a CO2 pipeline in operation within their jurisdiction at the time of the incident, complicating their response efforts.

Challenges in Recovery

At elevated concentrations, carbon dioxide can form a heavy cloud that inhibits dispersion, thus making it more dangerous in specific weather conditions. This factor turned rescue efforts into a perilous challenge, as emergency responders struggled with stalled vehicles and had to navigate on foot, equipped with breathing apparatus to protect against inhalation of the gas.

When responders arrived in Satartia, they encountered an eerie scene—most homes were dark, and vehicles parked with no occupants inside. After locating several unconscious individuals in a car, including Burns and his companions, the firefighters transported them to safety under dire circumstances.

Later, Burns would reveal the lasting effects of that night, struggling with memory loss and concentration difficulties since the incident. The lack of prior knowledge regarding pipeline risks contributed to the chaos and uncertainty that unfolded in the community.

Looking Ahead

The investigation into the pipeline rupture revealed possible violations of safety protocols, leading to a fine of nearly $3 million for Denbury, the pipeline’s operator at that time. In 2023, ExxonMobil acquired Denbury, and the company has stated its commitment to improving safety practices and collaboration with local first responders.

In contrast, the Pathways Alliance is proposing a safer design for its CO2 pipeline, ensuring it follows existing rights-of-way in more stable geological areas. They also plan to implement advanced safety measures, such as real-time monitoring and leak detection systems.

Willingham urged that heightened public awareness around CO2 pipelines is essential for effective emergency responses. He emphasized the importance of educating communities on protocols relevant to potential CO2 incidents, arguing for a more informed populace that could prepare more effectively for such dangers.

As Martin pointed out, the outcomes could have been catastrophic had the explosion occurred late at night, when residents would have been unaware of the imminent danger. The incident serves as a stark reminder of the unforeseen risks associated with CO2 pipelines, underscoring the need for readiness and vigilance in protecting communities from similar future occurrences.
