Controversy Surrounds Proposed Ban on First-Cousin Marriage

A proposed bill aimed at prohibiting marriage between first cousins has sparked significant criticism from various experts as it nears its second reading in Parliament on Friday.

The Marriage (Prohibited Degrees of Relationship) Bill was introduced by Conservative MP Richard Holden, who represents Basildon and Billericay. Holden expressed concerns that such practices could have detrimental implications for public health and societal integrity.

In a statement last December, he articulated that marrying first cousins raises “serious concerns both in the UK and globally.” He referenced studies indicating that the incidence of birth defects in children of cousin marriages is approximately double that of the general population. Additionally, he suggested that such unions may perpetuate negative social structures and impose controls over women.

Professor Neil Small, a co-author of the extensive Born in Bradford study, which analyzes community health, cautioned against the potential negative health consequences of the proposed ban. He noted that the requirement for genetic testing could create barriers for couples who might otherwise seek civil marriages, stripping away legal protections in the event of complications.

Professor Small highlighted that this approach may inadvertently disadvantage women and emphasized that the issue should be more effectively addressed through increased access to genetic testing and better education regarding associated risks.

He criticized the “upsetting rhetoric” surrounding the debate, suggesting it steers the conversation away from science-based solutions that empower individuals to make informed choices based on their circumstances. Notably, he pointed out that while there are observable risks associated with cousin marriages, these pertain to a relatively small group of people, and the most pressing threat to children’s health often stems from socioeconomic deprivation.

The potential consequences of cousin marriages can include heightened rates of infant mortality and increased prevalence of health issues among affected children, as acknowledged by experts.

Critics also include representatives from the Ahmadiyya Muslim Community UK, which comprises about 30,000 members. They labeled the bill as “damaging,” arguing it restricts fundamental freedoms and stigmatizes certain communities.

The charity Karma Nirvana, which advocates for survivors of forced marriages and honor-based abuse, voiced its disapproval, urging that a comprehensive, survivor-focused approach should be taken instead. They asserted that support should not be blindly withheld due to an agenda that might be politically motivated, warning that such measures could fan the flames of community division and incite hate.

Natasha Rattu, CEO of Karma Nirvana, criticized the bill for fostering potential Islamophobic sentiments. She argued that a swift legislative response without input from those affected could hinder access to necessary support and solutions for those experiencing the negative impacts of first cousin marriage.

Rattu concluded that it is essential to engage in dialogues with the communities impacted by such legislation to ensure any steps taken are constructive rather than punitive.
