The Food and Drug Administration (FDA) has announced the reinstatement of telework for its personnel involved in the review of drugs, medical devices, and tobacco products. This decision, reported by the Associated Press, allows review staff and their supervisors to work remotely at least two days a week, as indicated in an internal communication obtained by the news outlet.

This policy shift marks a significant turnaround from an earlier mandate during the Trump administration that compelled many federal employees to return to in-office work, contributing to a wave of resignations within the agency. Following this exodus and subsequent layoffs that affected approximately 3,500 employees, the restoration of telework appears to be a strategic effort to retain the remaining talent and sustain the FDA’s essential review functions, which are crucial for public health.

The staffing cuts represent a considerable reduction, amounting to about 19 percent of the FDA’s workforce. Reports from staff suggest that many lower-level employees are leaving the agency rapidly due to the previous administration’s directives. Moreover, entire offices dedicated to critical FDA policies and regulations have been closed, resulting in significant losses within the agency’s communication and support staff, particularly those who assist food inspectors and investigators.

Review teams are essential to the FDA’s operations, possessing specialized knowledge and skills necessary for evaluating new drugs, medical devices, and tobacco products. Notably, the funding for these staff predominantly comes from user fees—payments made by companies seeking expedited reviews of their products. Nearly half of the FDA’s $7 billion budget is derived from these fees, with 70 percent of the funding for the FDA’s drug program sourced from them, underscoring the importance of maintaining a robust workforce to uphold the integrity and efficiency of product reviews.

Restoring remote work may provide much-needed flexibility and job satisfaction for remaining employees, potentially curbing the trend of resignations.
