DAKAR, Senegal (AP) — In a significant gesture, French President Emmanuel Macron acknowledged the killings of West African soldiers by the French Army during World War II as a massacre in a recent letter addressed to Senegalese authorities. This statement marks a historic recognition of the tragic events that transpired in 1944.

Macron’s admission comes just before the 80th anniversary of the incident that occurred in Thiaroye, a fishing village near Dakar. The timing of this acknowledgment is especially pertinent as France grapples with its waning influence in its former colonies in West Africa, where its prior dominance in political and economic matters is increasingly being challenged.

Historically, between 35 and 400 soldiers from West Africa, who had served in the French Army during the Battle of France in 1940, were killed on December 1, 1944. This tragedy followed a dispute over unpaid wages, which French officials labeled a mutiny. On that fateful day, French troops rounded up the soldiers, many of whom were unarmed, leading to a violent confrontation that ended in their deaths.

These soldiers were part of the Tirailleurs Sénégalais, an infantry unit composed of colonial troops. Historians have examined the events leading up to the massacre, highlighting the frustrations over wages that had reportedly persisted in the days prior to the tragic event.

Senegalese President Bassirou Diomaye Faye expressed his acknowledgment of the letter during a press conference, emphasizing that Macron’s recognition could pave the way for a complete understanding of the Thiaroye massacre and its historical context.

Faye articulated a desire for transparent dialogue about the past, stating, “We have long sought closure on this story and we believe that, this time, France’s commitment will be full, frank and collaborative.” His comments underscore the importance of addressing historical grievances for reconciliation between the two nations.

In his letter, Macron asserted the need for a clear understanding of the events that led to the massacre, adding that he had requested information on the progress of the Committee for the Restoration of the Facts, which has been established by the Senegalese government to facilitate this inquiry.

This acknowledgment from Macron arrives shortly after the Senegalese legislative elections, which have positioned President Faye to pursue significant reforms aimed at enhancing the country’s economic autonomy from foreign powers, including France.

Currently, France maintains a military presence in Senegal with approximately 350 troops, largely serving supportive roles. When asked about this continued presence, Faye suggested that it may not align with the sentiments of the Senegalese public, reflecting a broader desire for sovereignty.

“Historically, France enslaved, colonized and stayed here,” Faye remarked, drawing attention to the complex dynamics of former colonial relationships. He noted the implications of foreign military bases, suggesting that the prospect of another nation establishing a military presence in France would evoke strong opposition.
