A notable dialogue that unfolds in Issue Nineteen illustrates this connection, featuring Green Arrow in discussion with a police officer regarding the assassination of a senator:

GA: “You protect the world from interstellar monsters and goons in pajamas…but the real crooks are duly elected. How do you fight that?”

Benítez: “Not by killing…”

GA: “No? Pin folks down long enough, they start to wonder if they even have a choice.”

Benítez: “So, what, you’re saying he deserved it?”

GA: “I’m just saying what goes around sometimes comes around, that’s all. It’s the universe’s way of saying you can’t get away with causing misery for profit.”

This issue was released in December, coinciding with real-world events where the CEO of UnitedHealthcare, associated with controversial practices like denying care to elderly patients, faced an unexpected violent incident.

As Green Arrow delves deeper into the assassination mystery, his disdain for the elite who manipulate their power for financial gain is consistent with his character development, a theme Condon openly acknowledges as a direct influence from the O’Neil/Adams era. The character’s critique extends to law enforcement’s indifferent approach towards the case, underscoring his complexity as he confronts his own ambiguous involvement in motivating the killer’s drastic actions.

While avoiding major spoilers, the essence of “Fresh Water Kills” aligns perfectly with Green Arrow’s identity as a champion for the downtrodden, particularly relevant in today’s sociopolitical landscape. Oliver Queen shines brightest during times of turmoil, and the anticipation of how he will fight for justice in his fictional world is indeed compelling.
