GSA to Terminate Leases for GAO Offices Amid Oversight Concerns

The General Services Administration (GSA) is moving to terminate leases for several privately-owned buildings utilized by the Government Accountability Office (GAO). These facilities have been critical in overseeing sensitive U.S. defense and national security programs, according to sources familiar with the decisions and a union memo acquired by Nextgov/FCW.

As outlined in the memo, GAO’s office in Huntsville is set to see its lease canceled effective August 31. Similarly, the leases for the Atlanta and Norfolk offices will be terminated on September 30. The memo also indicates uncertainty surrounding the future of GAO’s locations in Dayton and Seattle, whose leases are due to expire on October 1 and December 31, respectively. Traditionally, GAO has relied on GSA for office space, with GSA holding the actual lease agreements.

GAO serves as the primary oversight body for the federal government, and it relies heavily on these facilities for its work, particularly concerning national security issues. Many of these locations have been tailored to facilitate secure sharing and handling of classified information, according to one individual who requested anonymity due to the sensitive nature of the matter.

The lease terminations may significantly hinder GAO’s capacity to monitor expenditures and operations across various defense programs. Specifically, the Dayton office plays a vital role in oversight relating to the Air Force, focusing on projects linked to next-generation flight technologies. The offices in Dayton and Huntsville also concentrate on weapons systems, while teams in Norfolk and Atlanta examine logistics, sustainment, and personnel issues within the Defense Department.

GAO frequently publishes oversight reports that highlight instances of questionable or excessive spending on defense initiatives. In addition to scrutinizing budgets, GAO also assesses cybersecurity measures within the Defense Department. A report released in June noted that one agency within the DOD had failed to adhere to standard cybersecurity protocols, putting sensitive data at risk.

The memo reassures that GAO does not intend to close any field offices or reduce its workforce. Management is actively investigating ways to maintain its current locations or find alternate office space.

This wave of lease cancellations aligns with a broader objective initiated during the Trump administration, specifically under the Department of Government Efficiency (DOGE), which aims to minimize perceived wasteful government spending. DOGE, a cost-reduction initiative linked to former President Trump’s advisor Elon Musk, has already terminated leases for weather forecasting units at the National Oceanic and Atmospheric Administration.

Additionally, reports from CPR News last week highlighted that the government is considering the sale of approximately 20 federally-owned buildings in Colorado. In total, around 750 federal land leases have been terminated under DOGE’s direction, with the GSA recognized at the forefront of DOGE’s “Agency Efficiency Leaderboard,” as indicated on their official website.
