This city, crucial to the electoral landscape in swing states, saw many staffers express their belief that the campaign largely overlooked these important demographics.

Amelia Pernell, a former organizer for the Harris campaign, noted, “I was the first one knocking on these doors. They hadn’t talked to anybody. It felt like: ‘Hey, nobody has come to our neighborhood. The campaign doesn’t care about us.’” This sentiment reflects a broader frustration among campaign volunteers who felt leadership was prioritizing White suburban voters over minority communities.

The Times report documented instances of what some called “deep frustration” among Black staffers, who reportedly acted independently in response to the perceived neglect of their communities. Many believed that their leadership’s strategy lacked the necessary focus on essential voter engagement efforts in Black and Latino neighborhoods.

Concerns Over Campaign Strategy

According to campaign organizers in Philadelphia, they were instructed to refrain from engaging in critical grassroots activities that can ensure voter turnout. They highlighted that essential tasks like attending community events, building local relationships, and registering voters were not prioritized, resulting in a disconnect with potential supporters.

Staff members also shared details about poorly maintained field offices that lacked basic infrastructure, such as tables and chairs, particularly in predominantly Black areas. As a result, some volunteers took it upon themselves to establish independent operations to better reach these overlooked neighborhoods.

Philadelphia City Council member Isaiah Thomas voiced his disappointment regarding the campaign’s fading momentum. He remarked, “The blitz that happened at the end of the campaign was too little, too late… there was no activity happening.” His insights reflect a widespread concern that without visible and consistent engagement, voter turnout could be adversely affected.

Visibility and Messaging Issues

Volunteers like Donnel Baird emphasized the lack of visibility for the Harris campaign, stating that there were no yard signs, literature distribution, or any tangible signs of an active campaign in a city that plays a pivotal role in presidential elections.

Labor leader Ryan Boyer Sr. attributed some of the campaign’s struggles to weak messaging, particularly regarding economic issues. He suggested that the campaign focused too much on reproductive rights while neglecting fundamental economic concerns that resonate with many voters.

Despite these critiques, some senior advisers in the Harris campaign have pushed back against the narrative that insufficient outreach occurred. Kellan White, a senior campaign adviser, argued that significant efforts were made to engage with Black and Latino voters, stating, “The issue is not that we didn’t knock on these doors—we knocked on a ton of doors. The problem was that the message itself didn’t connect.”

The Bigger Picture

Harris’ campaign faced considerable challenges in Pennsylvania, mirroring issues from Hillary Clinton’s campaign in 2016. With President-elect Donald Trump claiming victory in each major battleground state, the necessity for a reevaluation of outreach methods and messaging is clear, especially in pivotal cities like Philadelphia.
