A “quiet crisis” is developing at the U.S.-Canada border, prompting experts to propose innovative strategies to combat human smuggling. One suggestion emerging in the discourse is the utilization of advanced technologies, including artificial intelligence. While significant media coverage often centers on the southern border, the northern border presents a concerning scenario that warrants attention, according to Jon Brewton, founder and CEO of Data2 and a U.S. Air Force veteran.
Brewton noted that U.S. Customs and Border Patrol (CBP) is reporting alarming increases in illegal crossings, drug trafficking, and encounters with individuals on terrorism watch lists. He emphasized, “As difficult as securing the southern border has been, the northern border is twice as long,” underscoring the challenges faced in monitoring such an extensive perimeter.
While the majority of illegal crossings occurs at the southern border, officials have been drawing parallels and highlighting rises in activity along the northern boundary for several years.
Increase in Crossings and Security Concerns
Notably, the northern border witnessed a tragic incident in January when a U.S. Border Agent was shot and killed during a traffic stop in Vermont. This incident highlights the increasing dangers faced by personnel and underscores the urgent need for enhanced security measures.
Rising Threats Reflecting Changing Dynamics
In recent testimonies before the House Intelligence Committee, FBI Director Kash Patel indicated that adversaries, including China and Russia, are now targeting the northern U.S. border. This evolving threat landscape has prompted calls for adaptation and innovation in border policy.
Under the Trump administration, substantial shifts have occurred, particularly at the southern border. There has been a remarkable 90% reduction in encounters reported by CBP compared to the previous year, largely attributed to the increased allocation of resources aimed at addressing immigration challenges.
The recent decline in southern border crossings followed a period of unprecedented figures during the Biden administration, with notable surges in illegal attempts by individuals from regions beyond North and Latin America. For instance, over 24,000 Chinese nationals attempted crossings in 2023—breaking previous records with an astonishing 5,200% increase from the prior year.
CBP’s Swanton Sector, which covers parts of Vermont and New Hampshire and extends along 295 miles of the Canadian border, has faced an unprecedented volume of apprehensions. Reports indicate that during the first ten months of fiscal year 2024, agents logged 15,000 apprehensions, surpassing figures from the previous 13 years combined.
Diverse Migrant Backgrounds
The challenge is compounded by the fact that migrants from as many as 85 different countries have attempted illegal crossings in this sector, raising concerns about the complexities of border control efforts.
Leveraging Technology to Enhance Security
To address these mounting challenges, Brewton advocates for harnessing non-traditional technologies along the 5,525 miles of U.S.-Canada border. He suggests employing artificial intelligence as a force multiplier, enhancing existing systems rather than merely expanding personnel or physical infrastructure.
“AI can be influential in border security by improving surveillance methods, refining radar systems, and enhancing the monitoring of water crossings,” Brewton explained. He believes that utilizing advanced tools can offer a broader scope of intelligence, allowing for better integration and efficiency in response efforts.
According to Brewton, traditional security systems often operate in isolation, collecting and processing data independently, which can lead to gaps in awareness. Implementing AI models could consolidate data into a comprehensive view, thus improving operational coherence.
Moreover, he observes that current perceptions of border security often equate it with invasive surveillance. However, Brewton emphasizes that when technology is applied thoughtfully, it has the potential to bolster both safety and privacy. “Well-designed AI enhances protections while respecting citizens’ rights and ensuring accountability,” he asserted.
Collaborative Efforts with Canada
The Trump administration has also sought to bolster Canadian border security efforts, pressuring the country to take further action to curtail the influx of migrants and fentanyl. Tariffs have been proposed on imports from Canada to incentivize cooperation in border security measures.
“The administration has aimed to foster collaboration with Canada to stabilize cross-border issues while seeking concessions that could benefit both nations,” Brewton stated, underlining the importance of a strategic approach to border security.
