Illinois Bill Raises Concerns Among Homeschooling Advocates
In Illinois, a new legislative proposal is stirring considerable debate among homeschooling families and lawmakers alike. The proposed Homeschool Act, also known as HB2827, seeks to implement stringent regulations on homeschooling practices within the state.
The bill mandates that parents who choose to homeschool their children must complete a “homeschool declaration form.” This requirement effectively registers homeschooling families with their local public school districts. Failure to submit the form would categorize the children as “truant,” which carries penalties outlined in the bill.
Additionally, the legislation introduces requirements for documentation of immunizations and health examinations for homeschooled children who wish to engage in public school activities. The bill specifies that if a child enrolled in a homeschool program wants to participate in public schooling part-time or join any public activities, a homeschool administrator is responsible for providing proof of all necessary immunizations and health check-ups, or an accepted Certificate of Religious Exemption.

Opposition to HB2827 is mounting among lawmakers and parents who are concerned about the potential impacts of the proposed changes. The bill is currently under review by the Illinois State Board of Education’s Education Policy Committee. In a bid to influence the decision, opposing lawmakers have urged constituents to submit witness slips to express their dissent. State senator Neil Anderson reported that over 30,000 witness slips have already been submitted in opposition to the bill.
“After nearly 30,000 witness slips opposing this attack on our private and home schools, we need the public to resubmit their witness slips before tomorrow’s House Education Policy Committee meeting at 8 AM,” Anderson shared on social media.

The legislative push has drawn criticism from various quarters, including Republicans like Chris Miller, a representative in the Illinois House. Miller, who is a father of seven homeschooled children, characterized the bill as an “attack on families across Illinois” and is rallying parents to voice their concerns.
Interestingly, the bill has not just garnered opposition from conservative circles; some Democratic legislators, including Illinois state representative La Shawn Ford, have also expressed reservations. Ford acknowledged in conversations with local media that many constituents have voiced their concerns regarding the bill, mainly focusing on the potential loss of autonomy that homeschooling parents fear. He noted, “They want to have control over their children’s education, including the curriculum, how they teach, and the philosophy.”
As the committee review approaches, the debate surrounding HB2827 highlights a growing tension between educational regulation and parental rights, with significant implications for families across Illinois.
