Kelowna Councillor Questions Whether to Relax Short-Term Rental Regulations Due to Trade War – Okanagan

As the serene waterfront of Kelowna, B.C., remains relatively tranquil, the anticipation of an influx of tourists is palpable. The Okanagan region is gearing up for what many believe could be a bustling tourism season, influenced by more than just its scenic attractions.

“There’s a growing sentiment of Canadian pride right now,” noted Ellen Walker-Matthews, CEO of the Thompson-Okanagan Tourism Association. Amid ongoing trade tensions, many Canadians are opting to stay within their borders for vacation, steering clear of travel to the United States.

British Columbia’s Premier David Eby has echoed this sentiment, encouraging residents to explore travel options closer to home. “Where you have a choice, please choose to travel in Canada,” Eby stated during a recent press briefing.

With an expected increase in local tourism, the effectiveness of the provincial restrictions on short-term rentals, introduced last May, is being called into question. As these regulations continue to shape the tourism landscape, discussions around potential adjustments are underway.

During a recent meeting of the Kelowna City Council, Councillor Ron Cannan proposed that the council advocate to the province for a temporary lift of short-term rental restrictions, specifically for properties designated for such use. He urged that a letter be drafted to the Premier requesting to allow these rentals to operate for the summer season.

Meanwhile, Mayor Tom Dyas highlighted that the city has proactively communicated with provincial authorities, pushing for a short-term rental model tailored to Kelowna’s unique needs. He stated that following discussions about the city’s regulations, more favorable terms for short-term rentals will be implemented starting April 14, when new licenses for principal residence-based rentals will be issued.

This upcoming change is set to align municipal regulations with those established by the province, suggesting that if provincial rules are adjusted, the city will reconsider its stance at that time.

“If the province were to modify their regulations, we would certainly evaluate the implications for our community’s short-term rental policies,” Dyas remarked.

Walker-Matthews acknowledged the necessity of the provincial restrictions in addressing long-term housing challenges but expressed that the conversation around flexibility in the short-term rental landscape is timely and worth exploring.

“There are instances where flexibility may be beneficial. We should consider temporary adjustments for the short term,” she emphasized.

Conversely, Housing Minister Ravi Kahlon remains firm in his position, asserting that the current regulations are yielding positive results. In an email communication, he noted, “We’re witnessing a reduction in rental prices, increasing vacancy rates, particularly in areas like Kelowna, and an uptick in housing supply. Therefore, we do not foresee any significant changes to the short-term rental program at this time.”

As these discussions unfold, the balance between tourism, housing availability, and regulatory measures continues to be a focal point for local leaders and residents alike.
