Liberal Democrats Propose Specialized Rural Crime Teams for England and Wales
The Liberal Democrats are advocating for the establishment of specialized rural crime units within every police force across England and Wales. This initiative aims to enhance the policing response in rural areas, which are increasingly facing specific criminal challenges.
The proposed plan includes assigning a designated liaison officer for rural communities and providing police with enhanced technological support, such as drones, to assist in their efforts to combat rural crime. The party argues that these measures will better equip officers to address unique concerns in less populated regions.
Funding for these rural crime teams would come from the elimination of Police and Crime Commissioners (PCCs), who currently oversee local police operations. This approach highlights a shift in resource allocation and governance in policing.
Lib Dem leader Sir Ed Davey emphasized the gravity of rural crime during an interview, mentioning serious incidents such as livestock theft and intimidation of farmers. He stated, “Some serious crimes happening in these areas need focused attention.”
As local elections approach in May, particularly in rural regions, policing has become a central topic for various political parties. A recent report by NFU Mutual indicated that the financial impact of rural crime climbed to £52.8 million in 2023, reflecting a nearly 22% increase since 2020.
The Liberal Democrats have pointed out that many rural crime teams are insufficiently staffed in regions such as Devon, Cornwall, and Hertfordshire, where county council elections are scheduled this year. Their ongoing push for dedicated teams has been consistent, as they believe abolishing PCCs could lead to more effective policing strategies.
In a move to underscore their commitment, the party filed freedom of information requests to collect data on officers dedicated to rural crimes across England and Wales. Findings revealed that only 619 officers and staff are assigned to these specialized roles, constituting merely 0.4% of the total police workforce.
Sir Ed Davey remarked, “We need dedicated rural crime fighting units, supported by technology like drones, to effectively cover these vast areas and confront criminal activities.” He further critiqued current funding structures, suggesting that significant funds tied up in PCCs could be redirected to enhance the technological capabilities of policing.
A Labour spokesperson responded, highlighting that rural communities have faced significant anti-social behavior and fly-tipping issues, attributing these trends to a decline in local policing under the previous Conservative government. They reiterated Labour’s commitment to remedying the “postcode lottery on law and order” by increasing the presence of neighborhood police officers and aiming for a boost of 13,000 officers by 2029.
Despite these promises, police departments across the nation are grappling with substantial financial constraints, with some fearing cuts to existing personnel in the near future. Conservative shadow home secretary Chris Philp has previously warned that Labour must adequately resource the police, linking potential job losses to increases in national insurance contributions imposed on employers. “Our police services face a £118 million shortfall, which jeopardizes over 1,800 police positions,” stated Philp.
A representative from Reform UK expressed the need for police officers to focus on essential tasks rather than becoming distracted by administrative roles. They criticized the expenditure on diversity and inclusion initiatives at the expense of frontline policing.
Green Party MP Sian Berry highlighted the challenges faced by community police officers, who are currently overwhelmed due to budget reductions affecting other critical services.
