Linda McMahon Affirmed Commitment to Public Service Loan Forgiveness Program
During her confirmation hearing on Thursday, Linda McMahon, nominee for Secretary of Education, expressed her intention to uphold the Public Service Loan Forgiveness (PSLF) program, despite potential internal pressures from the Trump administration to discontinue it.
In response to a query from Democratic Senator Tim Kaine of Virginia, McMahon stated, “Clearly there are programs that have already been passed by Congress that do, in fact, grant loan forgiveness for public service. We should honor those programs.” This remark underscores a commitment to existing legislation that benefits government and nonprofit employees who have made ten years of consistent payments on their loans.
The PSLF program, established to alleviate the student debt burdens of individuals working in public service, has faced extensive criticism from Republican lawmakers, who deem it overly expensive and argue that it preferentially supports jobs traditionally aligned with Democratic values over those in the private sector.
In the administration of former President Trump, former Education Secretary Betsy DeVos advocated for the elimination of this program altogether, a move that was met with substantial backlash due to her reported delays in processing forgiveness applications. Indeed, as many as 99% of applicants were denied relief during her tenure.
In contrast, the current Biden administration has prioritized the expansion and accessibility of the PSLF program, facilitating loan forgiveness for over 1 million borrowers since taking office in 2021.
As the hearing progressed, Kaine pressed McMahon on her willingness to maintain the program’s functionality despite opposition from influential figures within the administration. “Yes, because that’s the law,” she firmly replied, affirming her dedication to legal obligations regarding the program.
Under the current administration, various measures have been implemented to simplify the PSLF application process. For instance, adjustments have been made to allow previous payments to count toward forgiveness even if borrowers were not enrolled in the correct repayment plan at the time. This flexibility extends to the criteria for determining on-time payments, which had previously hindered many applicants.
Additionally, changes have enabled borrowers to verify their employment status online, eliminating the need for cumbersome faxing or mailing of paperwork by employers—an update aimed at increasing the program’s efficiency.
However, there are concerns among advocates that reversing these improvements could be labor-intensive and complicated, necessitating formal rule changes. The prospect of a slowdown similar to that experienced during DeVos’s tenure looms large in conversations surrounding the program’s future.
Mike Pierce, executive director of the Student Borrower Protection Center, voiced his anxieties regarding potential disruptions to the PSLF system by the current administration, noting significant staff reductions and contract cancellations initiated by Elon Musk’s DOGE team throughout federal agencies. He further highlighted that the Trump administration has already filled key educational positions with previous lobbyists for student debt servicers and for-profit educational institutions, raising alarms about the prioritization of student debt relief under their governance.
“Right now, all we have is chaos and promises, and that doesn’t give borrowers very much to go on,” Pierce added, reflecting widespread uncertainty regarding the continuity of the PSLF program amidst expected administrative shifts.
