Many Americans lack clarity regarding the political dynamics between China, Hong Kong, and Macau. Both Hong Kong and Macau are designated as “special administrative regions” (SARs) of China.
This classification, which is not commonly recognized globally, indicates that these regions operate under the governance of the People’s Republic of China yet maintain a distinct status separate from mainland China. Historically, they have enjoyed greater autonomy compared to other areas in the country.

As explained by Practical Law, the concepts surrounding ‘special administrative regions’ and ‘one country, two systems’ were introduced by the Chinese government to facilitate the reintegration of Hong Kong and Macau into the nation.
In their roles as SARs, both Hong Kong and Macau maintain their own economic systems and possess significant autonomy. While the mainland government oversees aspects such as defense and foreign affairs, each SAR has the authority to engage in external relations and participate in international organizations, contingent upon certain conditions.
These regions have long been attractive destinations for tourism, frequently serving as cruise stops for various cruise lines.
Macau, in particular, has been a frequent stop for cruise ships from Royal Caribbean, Princess Cruises, and Holland America, while luxury cruise vessels can also dock there.
However, the U.S. State Department has recently issued a warning, advising against travel to Macau, reflecting a Level 3: Reconsider Travel status as of November 27.
A Growing Pause on Macau Cruises
Notably, before this advisory was issued, major cruise lines based in North America had already ceased operations to Macau. This decision was influenced by a gradual return to the region by the cruise industry, which had ambitious expansion plans for China prior to the COVID-19 pandemic.
Royal Caribbean made a comeback to China with the return of the Spectrum of the Seas in April, while plans are in place to introduce a second ship in 2025.
Despite some cruise lines like Holland America Line, Oceania Cruises, and others operating in China, these sailings are currently unavailable to American travelers.
The State Department’s warning specifically pertains to American citizens.
The U.S. government faces significant hurdles in providing emergency assistance to citizens in Macau due to restrictions imposed by the People’s Republic of China Ministry of Foreign Affairs on diplomatic personnel.
In emergencies, U.S. diplomatic representatives must apply for visas before entering the Macau SAR, a process that can take five to seven days. This delay hampers timely consular services for American citizens.
Overall, the Level 3 advisory encourages travelers from the U.S. to reconsider their plans to visit Macau.
The warning states: “Reconsider travel due to a limited ability to provide emergency consular services. Exercise increased caution due to the arbitrary enforcement of local laws.”
Care Considerations for Dual Citizens
According to the U.S. State Department, the Macau SAR government does not recognize dual nationality.
This policy means that “Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may face additional risks of security and harassment,” the agency has noted.
In the event that a dual U.S.-PRC citizen is detained or arrested while entering Macau on a U.S. passport, the law mandates that PRC authorities notify the U.S. Embassy or a U.S. Consulate General about the detention and grant consular access.
However, the practical experience may differ significantly from this expectation.
The State Department emphasizes that “in reality, U.S. consular officials may be unable to provide consular assistance, even for those who hold U.S. passports.”
