“There are numerous crossings between Staten Island, New York, and various counties in New Jersey,” Fulop noted, suggesting these crossings could serve as ideal points for implementing a similar impact fee as New York’s toll. He expressed the view that the revenue generated from this reverse toll could significantly benefit New Jersey’s ailing mass transit system, which has experienced numerous delays and service interruptions.

Fulop criticized the current state of New Jersey Transit, labeling it as inadequate and in dire need of additional investment. “Until we establish a reliable transportation system, it’s unrealistic to expect people to use the trains,” he stated, arguing that reverse congestion pricing could provide an essential financial boost for improvements.
