Phase Two of Military AI Has Begun

The increasing integration of artificial intelligence in military operations has sparked major discussions among experts concerning its implications on decision-making in high-stakes scenarios. As the United States and other nations begin using AI to process and analyze military data, questions arise over whether these systems can accurately interpret complex intelligence, especially in contexts fraught with geopolitical risks. This situation raises critical concerns about the potential for AI not only to analyze data but also to recommend military actions, such as generating target lists. Advocates argue that this shift could lead to greater precision and potentially lower civilian casualties, while many human rights organizations warn of escalating risks and ethical dilemmas.

As the application of generative AI expands across what is known as the “kill chain,” three pivotal inquiries merit ongoing attention.

What are the limitations of “human in the loop”?

A recurring concept among defense technology companies is the notion of “human in the loop.” This principle designates that while AI executes specific tasks, human operators are present to oversee and verify its work. This framework aims to serve as a buffer against potential catastrophes, such as AI initiating an unwarranted attack, but it also addresses less severe operational errors. Implicit in this notion is the acknowledgment that AI systems can, and will, err, and the assurance that human oversight will catch these errors before they lead to significant consequences.

However, as noted by Heidy Khlaaf, chief AI scientist at the AI Now Institute—who has extensive experience in conducting safety audits on AI systems—the intricate nature of these AI technologies complicates human oversight. “Human in the loop” may not always effectively mitigate risks, she asserts. The reliance on vast datasets for AI to generate conclusions means that it is increasingly unrealistic for human operators to sift through that extensive data to validate the correctness of AI outputs. The challenge grows as AI technologies continue to process larger and more complex data sets.

Does AI complicate or simplify the classification of information?

The evolution from Cold War military intelligence, characterized by covert operations and expert analyses producing strictly classified documents, to the current era of big data and generative AI redefines traditional information handling methods. One significant challenge emerging from this shift is the risk of “classification by compilation.” This refers to the situation where numerous unclassified documents collectively hold pieces of sensitive information about military systems. An individual with the capability to synthesize these documents could inadvertently reveal crucial data that should remain classified. Previously, it was assumed that human capabilities were limited in this respect, but large language models are adept at making these associations.

As the influx of data continues to increase and new analyses are perpetually generated by AI systems, experts like Chris Mouton, a senior engineer at RAND, highlight the absence of comprehensive solutions regarding the appropriate classification of such products. The dilemma of underclassification remains a pressing issue within US security frameworks, yet there are also significant concerns regarding the Pentagon’s tendency to overclassify information, complicating the landscape of military intelligence further.
