Burundi Accuses Rwanda of Aggression Amid Regional Tensions

In a recent exclusive interview with the BBC, Burundi’s President Évariste Ndayishimiye expressed serious concerns regarding Rwanda’s intentions, claiming he has received “credible intelligence” suggesting that Rwanda is planning to attack Burundi. This assertion reflects longstanding tensions between the two neighbors.

President Ndayishimiye noted that Rwanda allegedly attempted a coup in Burundi nearly a decade ago, drawing parallels to its current activities in the Democratic Republic of Congo (DRC). In response, Rwanda labeled the president’s comments as “surprising,” emphasizing the cooperation between the two nations on security matters along their shared border, which has remained closed for over a year.

The relationship between Burundi and Rwanda has been strained, especially regarding conflict in the DRC. Although the Rwandan government has consistently denied accusations of supporting the M23 rebel group, which has made significant territorial gains in eastern DRC, Burundi claims Rwanda is not only providing support to M23 but is also linked to the Red Tabara rebel group, allegedly used as a proxy to undermine Burundian stability.

“They would argue it’s an internal issue; however, the real problem stems from Rwanda,” Ndayishimiye stated, stressing that Burundians are determined to resist any aggression, unlike the situation faced by Congolese civilians. He emphasized that while Burundi is not seeking to initiate conflict with Rwanda, it seeks to address issues through dialogue rather than violence.

The president reiterated a call for peace and urged for the adherence to earlier signed agreements that have reportedly not been respected by Rwanda. He brought attention to the events following the 2015 coup attempt, which he alleges was orchestrated by Rwanda, with youth recruits being trained and armed within its territory.

Ndayishimiye articulated, “If Rwanda were to surrender those responsible and bring them to justice, we could put an end to these conflicts.” He further insisted on the necessity for Rwanda to respect existing peace accords to avoid escalation.

The border closure between Rwanda and Burundi coincides with attacks from Red Tabara forces on Burundian soil, indicating a complex regional security situation. However, Burundi faces additional challenges apart from Rwanda. To the west, the escalating conflict in the DRC, fueled by multiple armed groups and external actors vying for control over valuable resources, poses significant concerns.

President Ndayishimiye asserted that external influences are exacerbating the crises in the DRC, remarking that the conflict is less about the people and more about the pursuit of minerals. He advocated for the inclusion of all political and armed groups in discussions aimed at establishing a sustainable resolution to the crisis.

Highlighting the urgency of the situation, he pointed out the suffering of Congolese refugees, many of whom are fleeing violence and attempting hazardous crossings into Burundi. Some are resorting to navigating the Rusizi River despite the dangers involved, and Ndayishimiye commented on the conditions refugees face within Burundi, noting that the border to the DRC is open for those wishing to return.

The president’s remarks also touched on the necessity for heightened international involvement in the DRC to effectively engage with rebel forces and resolve ongoing issues. He made it clear that Burundian troops would remain in the DRC until national security is assured.

Recently, leaders from Southern Africa announced plans to withdraw their forces from the DRC amid escalating violence, including fatalities among peacekeeping troops. The unfolding situation necessitates careful attention to ensure regional stability and the protection of civilians caught in the crossfire.
