Housing Crisis Sparks Diverging Solutions from Political Leaders

Vice President Kamala Harris has unveiled a bold initiative aimed at addressing the prevailing housing shortage in the United States. During a recent event in Las Vegas, she stated, “Right now, a serious housing shortage is part of what is driving up cost.” Her ambitious plan includes a commitment to streamline regulations and collaborate with private sector partners to facilitate the construction of 3 million new homes. A key component of her strategy is the introduction of a $40 billion innovation fund, specifically designed to bolster housing construction efforts.

In contrast, former President Donald Trump’s approach to the housing crisis takes a markedly different route. Trump advocates for regulatory cuts but highlights immigration as a primary factor contributing to the housing demand surge. He proposes mass deportations, arguing that the influx of immigrants exacerbates the housing affordability issues. While some studies suggest that immigration can influence local housing costs, most economists warn that these effects are minimal and do not account for the widespread increases in housing prices observed across the nation.

The differing strategies of Harris and Trump not only reflect divergent political ideologies but also underscore varying perspectives on the necessity of expedited housing development. As the dialogue surrounding the housing crisis unfolds, it brings to light additional challenges facing the construction industry at large. For decades, this sector has been notably slow to adopt technological advancements, leading to decreased productivity over the past fifty years.

The primary driver of soaring housing costs, according to many economists, is a fundamental imbalance in supply and demand. The United States is experiencing a significant shortfall in available housing, with estimates ranging from approximately 1.2 million to more than 5.5 million additional single-family homes needed to meet demand.

Barriers such as extensive permitting delays, strict zoning laws, and the political influence of local NIMBY (Not In My Back Yard) activists continue to hinder timely and efficient construction. Additionally, an ongoing shortage of skilled labor compounds the difficulties. However, another less discussed issue plagues the construction sector: inefficiencies in building practices seem to be worsening over time.

These multifaceted challenges have driven up construction expenses, subsequently increasing home prices. Albert Saiz, a professor of urban economics and real estate at MIT, points out that construction costs represent over two-thirds of the price of new homes in key regions like the Southwest and West. Even in pricier markets such as California and New England, construction costs constitute between 40% to 60% of a new home’s total value.

Saiz emphasizes that many construction methods have remained unchanged for decades, contributing to the industry’s inefficiency. “If you go to any construction site, you’ll see the same methods used 30 years ago,” he notes.

The productivity challenges extend beyond just residential construction; they impact various sectors reliant on building, from renewable energy expansion to tech infrastructures like data centers. Consensus is emerging around the urgent need for increased construction output and speed. However, the reality remains that it increasingly costs more and takes longer to build than ever before.
