Trump Administration Proposes New Headquarters for the Department of Housing and Urban Development

The U.S. Department of Housing and Urban Development (HUD) and the General Services Administration (GSA) have unveiled plans to identify a new headquarters location for HUD. This initiative marks a significant shift for the agency, which has faced ongoing challenges related to its current facility.

According to GSA, the current HUD headquarters—the Robert C. Weaver Federal Building in Washington, D.C.—will be prioritized for potential sale. The building, which first opened its doors in 1968, currently faces over $500 million in modernization and maintenance needs. Despite a return to almost full on-site work for employees, the building’s occupancy remains at only half of its capacity.

HUD Secretary Scott Turner emphasized the agency’s commitment to a more effective workspace, stating, “HUD’s focus is on creating a workplace that reflects the values of efficiency, accountability and purpose.” He reiterated the department’s dedication to optimizing government functions and ensuring that physical facilities foster high performance and service excellence in collaboration with GSA.

Despite the Trump administration’s push to relocate federal agencies from Washington, D.C., a joint press release confirmed that the metropolitan area will remain a leading contender for HUD’s new headquarters location, although exact timelines and sites are still under review. This move occurs amid a concerning backdrop: the federal real estate portfolio currently contends with a staggering $370 billion backlog in deferred maintenance and repairs, which has led the Government Accountability Office (GAO) to categorize property management as a high-risk area susceptible to mismanagement.

Efforts to streamline federal infrastructure were also seen during the Trump administration when GSA announced plans to sell over 440 federal buildings. However, following significant pushback, the list was withdrawn. GSA has now adopted a more measured approach, marking 31 properties for accelerated disposition. The Biden administration has similarly pursued a reduction in the federal real estate footprint.

The Weaver Building itself is a notable example of Brutalist architecture and is recognized for its architectural significance by the National Register of Historic Places. In a move to alter the direction of federal architecture, Trump signed a memorandum at the start of his second term mandating that federal buildings uphold “classical architectural heritage.”

Revocation of Previous Executive Orders

As part of a broader redesign of federal office space management, Trump recently repealed two executive orders that had been influential for decades. These revocations are seen as steps toward providing agencies with more flexibility in choosing their operational locations.

The two repealed orders are:

  • EO 12072, initiated by President Jimmy Carter, which prioritized community business areas for federal needs in urban settings to enhance the livability of cities.
  • EO 13006, established by President Bill Clinton, which encouraged the consideration of historic properties when agencies were deciding on locations, fostering leadership in the preservation of these resources.

Trump asserted that rescinding these orders would eliminate unnecessary barriers in federal property management, promoting cost-effective relocation and focusing on agency missions. However, reactions to this policy shift have varied, with some experts arguing that the influence of EO 12072 in federal leasing was minimal. A former real estate broker for GSA remarked that while the new policy may reduce procedural constraints, it is unlikely to significantly influence overall leasing costs and property expenses.

GSA’s portfolio includes over 500 historic properties, which encapsulates a broad range of architectural styles and historical significance across the United States.
