Initially, the strategy proposed by the United States for a resolution was straightforward: a swift, unconditional 30-day ceasefire that would pave the way for prolonged discussions to establish a lasting peace. Ukraine, under pressure from US officials, made a significant concession by agreeing to forgo its demands for extensive security guarantees prior to any ceasefire.

However, Russia has been resistant to these terms, insisting that any cessation of hostilities is contingent upon meeting a series of prerequisites. President Putin has emphasized the necessity of addressing what he views as the core issues of the conflict, particularly his concerns regarding NATO expansion and the status of Ukraine as an autonomous entity, which he perceives as a threat to Russian security.

The United States has acknowledged these Russian concerns and is currently exploring potential terms for a ceasefire agreement. Recent leaks indicate that a framework is emerging whereby Russia would agree to stop its military operations in exchange for the recognition of the four regions in eastern Ukraine—Luhansk, Donetsk, Zaporizhzhia, and Kherson—as under Russian control. Moreover, the proposal includes recognizing Crimea, annexed by Russia in 2014, as de jure Russian territory, while ensuring that Ukraine does not pursue NATO membership.

As part of this arrangement, there are discussions about the United States potentially gaining control of the Zaporizhzhia nuclear power plant to supply electricity to both Russian-occupied and Ukrainian territories. This idea comes with a warning from US officials that without a prompt agreement, they might abandon negotiations entirely.

Nonetheless, the proposal raises significant skepticism regarding its viability. President Volodymyr Zelensky has firmly stated that Ukraine will not concede to Russian claims over Crimea. Furthermore, the prospect of such recognition would necessitate a national referendum, complicating matters even further. European nations have expressed their refusal to accept Russian sovereignty regarding Crimea, aligning with international legal principles that reject the alteration of borders through military force.

Legal scholars are also scrutinizing the implications of the United States officially recognizing Crimea as part of Russia, noting potential conflicts with existing congressional legislation. Despite reservations, some Western diplomats suggest that there could be a potential pathway for the negotiations. One diplomat remarked, “There is some leeway; the pivotal factor is whether the involved parties can foster enough trust to make progress.”

However, critical aspects of the proposed agreement appear unresolved, particularly regarding a ban on Western countries arming Ukraine—a point that has previously been a major sticking point for Russia. Additionally, there is no mention of Russia’s demands for Ukraine’s military reduction, which has been a long-standing objective for Moscow.

While the proposed deal restricts Ukraine’s NATO membership, it leaves open the possibility of Ukraine joining the European Union. It also suggests that Western European forces could be deployed to western Ukraine post-ceasefire to deter future Russian incursions, though it remains ambiguous whether the US will support that military presence or what conditions would lead to the lifting of sanctions against Russia.

Ultimately, there are numerous unresolved details that need addressing, with all sides appearing to hold divergent views. Ukraine insists on an immediate conditional ceasefire followed by talks, while the US is in search of a quick resolution, and Russia seeks an in-depth, intricate peace agreement—one that typically takes considerable time to negotiate.

In the realm of diplomacy, there’s a Russian proverb: “Nothing is agreed until everything is agreed.” Presently, that sentiment resonates as the parties involved seem to be quite distant from achieving a comprehensive agreement.
