Harnessing Search Engine Algorithms for Critical Infrastructure Protection

The technology that powers web search engines is increasingly being leveraged in innovative ways beyond just finding old friends or tasty recipes. Specifically, advancements in search engine algorithms can play a pivotal role in ensuring the functioning of essential services such as power grids, water supply systems, and public transportation, especially in times of crisis.

Researchers at the Pacific Northwest National Laboratory, part of the Department of Energy, have revealed that algorithms originally designed for web searches can also enhance the security of vital infrastructures, including electrical networks, water treatment facilities, food production sites, and medical institutions.

“This tool is valuable for organizations aiming to secure critical networks against threats, such as cyberattacks, by helping prioritize which facilities should be defended first,” explained mathematician Bill Kay, who spearheaded the research.

The findings, recently published in the journal *Homeland Security Affairs*, adapt Google’s PageRank algorithm, which ranks web pages by assessing the influence of links from reputable sites. This methodology evaluates the weight of links—both from and to a specific page—to determine its relevance in search results.

Kay and his team utilized these same principles to assess the importance of different facilities, focusing on protecting essential services that, if compromised, could jeopardize public welfare or national security. This network of crucial systems is termed “critical infrastructure.”

Preventing a Domino Effect of Failures

The primary challenge for researchers like Kay is to navigate through the extensive array of thousands of essential facilities within a large nation like the United States. They aim to discern which infrastructure elements are at greatest risk, anticipate potential targets of a disruption, and devise strategies for quickly halting any cascading failures.

“Not all pieces of infrastructure hold the same significance,” Kay asserted. “Understanding what might happen if a key component fails is essential for assessing the broader implications of that failure.”

“Identifying systems that mutually impact each other is critical,” Kay noted, comparing it to recognizing popular figures within a social network. “Some facilities are heavily influenced by others, but they also exert influence in return, which is vital for gauging their importance.”

Situations can escalate rapidly. For example, if a squirrel disrupts a power substation, water treatment facilities could halt, endangering water supply to crucial locations such as hospitals or nuclear plants requiring cooling. While extensive backup measures are in place, contingency planning focuses significantly on mitigating the risks of cascading failures.

To address these questions, Kay’s team adapted the existing PageRank algorithm to analyze interactions between infrastructures rather than web pages. They sought to identify which facilities are most likely to be targeted for failure and which have the potential to affect other facilities significantly in the event of a failure. Facilities that met both criteria were classified as high-risk and critical.

“Understanding which facilities are likely to fail and predicting the repercussions of such failures within the network is essential,” Kay elaborated, highlighting his specialization in graph networks.

Integrating Multilayer Analytical Approaches

The research did not merely transpose the PageRank framework but also innovated by incorporating a multilayer analysis to consider multiple streams of information simultaneously. This approach is analogous to conducting numerous related web searches that interact with one another.

“Imagine a multilayer algorithm as a club sandwich,” said researcher Patrick Mackey. “One layer represents the electrical grid, while others might include transportation networks, oil pipelines, or healthcare facilities. While many analyses tend to view these infrastructures in isolation, we investigate how they interrelate, which helps identify the most critical components.”

Through simulated scenarios, the team found that their multilayer approach consistently outperformed traditional models, including both the standard PageRank and an alternative method called “outdegree,” in terms of minimizing damage during failures. However, the study did not quantify exact improvements in countering attacks but instead emphasized the potential of this approach for further exploration.

“A robust algorithm for this type of analysis doesn’t necessarily need to include intricate details of each entity’s dynamics. A solid understanding of the relationships among these entities can serve as a foundational step and provide significant insights when combined with expert knowledge,” stated Kay.

This research falls under a broader initiative led by Sam Chatterjee at PNNL, who acts as the principal investigator and chief data scientist. The project received funding from the Cybersecurity and Infrastructure Security Agency to support thorough, methodical analyses across a spectrum of potential infrastructure failures.

“This study exemplifies how techniques from network science can be tailored to tackle critical infrastructure risk and resilience issues,” said Chatterjee.

In addition to Chatterjee, Kay, and Mackey, former intern Jacob Miller significantly contributed to this pioneering project.
