The U.S. Department of Education has been embroiled in political debates since its establishment in 1980 under President Jimmy Carter. This agency’s existence has faced challenges from various political leaders, notably President Ronald Reagan, who suggested it should be dismantled shortly after its creation.
As a scholar of educational policy, I stress the importance of understanding the role of the Department and its leadership, especially today when access to education is essential for all children in the United States. The decisions made at the federal level significantly influence the educational landscape, affecting students from preschool through higher education.
Recently, President-elect Donald Trump has indicated plans to abolish the Department, further igniting discussions around its future and function.
Understanding the Secretary of Education
The Secretary of Education occupies a pivotal role within the presidential cabinet, overseeing the Department and offering guidance on educational policy matters. This individual manages a substantial budget of approximately $228 billion, which includes enforcing civil rights laws and ensuring adherence to legislation such as the Every Student Succeeds Act.
The Department’s responsibilities include distributing Title I funds to schools with high populations of low-income students, implementing the Individuals with Disabilities Education Act (IDEA), and managing the Free Application for Federal Student Aid (FAFSA), which helps numerous students secure financial assistance for college.
Through FAFSA, students can gain access to financial resources such as Pell Grants that do not require repayment, alongside student loans and work-study opportunities.
The Federal vs. State Education Landscape
Education in the United States remains primarily the responsibility of state governments. Each state operates its own education system, granting considerable authority to local areas. School boards made up of locally elected members develop many policies and manage budgets in their districts.
Federal contributions to K-12 education funding represent approximately 14%, while the majority of funding comes from state and local sources through taxation. Other sources may include taxes on products like tobacco and alcohol or revenues generated from state lotteries.
These funding mechanisms can often be complex and inequitable.
Notable Secretaries of Education
The influence of the Secretary of Education is often more about shaping national discourse on educational issues than direct governance. Some secretaries have stood out more for their policies and public presence than others.
William Bennett, who served under Reagan, was a vocal proponent of conservative educational values and criticized public schooling and teachers unions for perceived declines in educational quality.
Margaret Spellings gained recognition during her tenure in the George W. Bush administration, particularly for advancing standards-based education principles linked to the No Child Left Behind Act, which set stringent accountability measures for public schools.
Arne Duncan, serving under President Obama, initiated the Race to the Top program, promoting competition among states for federal funding aimed at educational improvements. His advocacy for school choice and reform made him both influential and divisive.
Betsy DeVos, appointed by Trump, became a highly polarizing figure, focusing on reducing federal oversight in education and promoting the establishment of charter schools, including religious institutions, using public money.
Student Loan Debt Crisis
Currently, student debt in the U.S. exceeds $1.75 trillion, placing significant pressure on education policymakers. This issue is an essential aspect of the agenda for Miguel Cardona, President Biden’s Secretary of Education.
This year, the Supreme Court rejected Biden’s broad student loan forgiveness plan. In response, the administration has proposed alternative relief measures, although these efforts are currently suspended due to ongoing legal challenges.
This situation highlights the limitations of the Secretary of Education’s authority in enacting change. Given the magnitude of the student debt crisis, it is likely to remain a pivotal concern for whoever occupies this essential position.
Education and Cultural Controversies
Educational policies often intersect with broader cultural debates, particularly regarding issues such as LGBTQ rights and parental control over educational content. Groups like Moms for Liberty advocate for legislation that limits discussions on sexual orientation and gender identity, while LGBTQ advocacy groups, such as the Human Rights Campaign, fight for protective policies for LGBTQ youth in school settings.
The Future of the Department of Education
Should Trump fulfill his campaign pledge to close the Department, it would necessitate congressional action. However, experts are skeptical about whether such a measure could succeed given the narrow Republican majorities in Congress.
Even if the Department were dissolved, many educational programs could simply transition to other federal agencies, making it unclear what an absence of a Secretary of Education would mean for the nation’s educational landscape.
The discussion surrounding the federal government’s role in education is longstanding and will undoubtedly persist, regardless of the existence of a secretary overseeing education.
