Winnipeg Councillor Calls for Delay on City Budget Vote

A Winnipeg city councillor has announced her intention to oppose the proposed budget for 2025, citing concerns over potential tax increases linked to water and sewage services.

Sherri Rollins, representing the Fort Rouge-East Fort Garry ward, expressed her views during an interview with 680 CJOB, suggesting that the council should consider postponing the vote for a few days. She seeks to hold a committee meeting focused on water and sewage issues and any upcoming rate hikes, which is scheduled for February 3.

“I’m genuinely worried about the almost six percent tax increase, especially as it does not seem to take into account the forthcoming adjustments to water and waste rates,” Rollins stated. “It’s crucial that we pause for just one week. Water and sewage services are fundamental — they are not merely budget line items; they impact every resident in their daily lives.”

Rollins emphasized the importance of a responsible and transparent budget that considers the imminent rate hikes and inflationary pressures. “I believe it’s necessary to hit the pause button until we have the complete picture,” she added.

Mayor Responds to Concerns

In response, Mayor Scott Gillingham has dismissed the idea of including water and waste considerations within the budget itself, reiterating that these matters are typically treated as separate issues. “Councillor Rollins has been part of the executive policy committee where the budget was drafted over six weeks ago. I’m surprised to hear about her concerns just in the last day or two,” he commented on 680 CJOB’s The Start. “I have to question the authenticity of her recent position.”

Gillingham reassured that once the water and waste report is final, both the council and the public will have the opportunity to review it. He stated, “These reports are always addressed separately from the budget. It is essential that we allow our staff the necessary time to compile accurate information for the report.”

The early stages of the budget have already faced criticism, particularly regarding a now-defunct pilot initiative aimed at increasing the threshold for snow-clearing on residential streets, which was scrapped following public backlash.

As the council approaches the upcoming budget vote, the discussion surrounding service rates and transparency continues to unfold, emphasizing the need for clear communication between officials and the community.
